Contractors, “Heads Up”
Residential Contracts must comply with new laws - HB2652 (2007).

During the 2007 Legislative Session, House Bill 2652 was passed and will be implemented this year. Please take a few minutes to read over the following information. These are new requirements for your business. If you have any questions, please contact the CCB or e-mail me at sbarrie@oregonhba.com.
January 1, 2008
1. REQUIREMENTS FOR ALL RESIDENTIAL
CONTRACTS (OVER $2000) (ORS 701.305)
a. Must be in writing
b. Include a statement that the contractor is licensed, stating the CCB license number
c. Include the name, address, and phone number of the contractor as shown on CCB records
d. Include the customer name, address, and address of the worksite
e. A description of work to be performed must be included
f. The price and payment terms of the job must be included
g. Include a summary of the required consumer notices* (Available at the CCB website listed below.)
h. Include an explanation of the customer’s rights under the contract: the ability to file a complaint with CCB and the existence of a mediation/arbitration clause in the contract*
i. The contract must be legible and in dark ink
*With the help of the Residential Construction Industry, the CCB has developed an addendum to assist contractors in complying with specific contract terms. A copy of the addendum can be downloaded from the “Contractor Forms” link on the CCB website at:

And for July 1, 2008*
2. ADDITIONAL REQUIREMENTS FOR NEW RESIDENTIAL STRUCTURES (HOMEBUILDERS)
a. Include a written offer of Warranty and indication of acceptance or rejection of the Warranty by the customer (ORS 701.320)
b. Include the customer’s acknowledgment of the receipt of maintenance information and schedule developed by CCB (ORS 701.335) This document will be available on line from the CCB before the July 1st deadline.
